In April 2026, China's manufacturing purchasing managers' index (PMI) was 50.3 per cent, above the threshold for two consecutive months, indicating that the manufacturing sector remained expanding. This regulation will be implemented simultaneously with the newly revised Maritime Law from May 1, 2026. It defines the general rules of non-retroactivity of the law, the conditions for retroactivity of new clauses, the legal application of cross-law contracts, the favorable retroactivity of ship mortgage transfer, the application of new regulations of electronic transport records, and the rules for the limitation of action and the handling of final cases. It aims to unify the judgment criteria and ensure the smooth implementation of the new law.

The Ministry of Transport, the Ministry of Finance and other five departments jointly issued a notice to launch a new round of national comprehensive freight hub to supplement the chain and enhance the chain. The action requires that the award and subsidy funds focus on supporting the renewal and transformation of hub port stations with outstanding multimodal transport functions and the collection and distribution railway projects, and moderately guide equipment renewal and information projects. Each hub city needs to prepare an implementation plan.
